Lisa Kimura, MBA
Founder & Principal Consultant
Lisa is one of Hawaii’s foremost authorities on community health, healthcare and coverage innovation, and Medicaid 1115 waiver implementation. With 25 years of Hawaii-based leadership, she possesses a deep understanding of the intersection of community-based programs and health plan operations, actuarial alignment and benefits administration.
As former Executive Director of Healthy Mothers Healthy Babies Coalition of Hawaii, Vice President of Community Impact at Aloha United Way, and Community Health Consultant for Kaiser Permanente Hawaii, Lisa funded safety net programs and spearheaded legislative advocacy to support public health policies, including the implementation of the Affordable Care Act. Her tenure includes launching Hawaii's first maternal mental health clinic and coordinating community-based programs and resources to increase access to health and human services.
A leader in bridging critical gaps through high-impact systemic innovation strategies, Lisa helped launch Kaiser Permanente's Charitable Health Coverage Plan in Hawaii to bridge uninsured individuals to healthcare, and supported initiatives to expand statewide access to housing supports and Food is Medicine benefits under the 1115 waiver.
Joshua Osegueda, M.S.W.
Senior Consultant, Community Impact & Regulatory Strategy
Joshua is a public policy and operations strategist with over 15 years of experience connecting state agencies, health plans, nonprofits, and philanthropy to improve community well-being. He specializes in translating complex regulatory mandates into practical workflows, sustainable community programs, and measurable outcomes.
Throughout his career, Joshua has spearheaded critical healthcare and social equity initiatives across Hawaiʻi. As HMSA’s inaugural Regulatory Program Manager, he built cross-functional compliance systems for state and federal mandates. At Aloha United Way, he managed over $10 million in funding for housing, behavioral health, and economic resilience, including leading a grant-funded redesign that reduced service intake times from a week down to 48 hours. Most recently, as Director of Food and Healthcare Equity at Hawaiʻi Appleseed, he established strategic healthcare policy frameworks focusing on coverage, affordability, and Food is Medicine integration.
Joshua holds a B.A. in Psychology from UCLA and an M.S.W. in Program Evaluation and Social Policy from the University of Michigan.
